The project is located at Jiangshan residential district of east Jiamusi, which is the biggest ever shantytown improvement project of Jiamusi with the biggest investment, with the total length of the comprehensive pipe racks being 5.75 kilometers. The project includes the subsidiary facilities construction and reconstruction for the pipe racks and along the line：The length of the pipe rack at Huagong Road is 1.15 kilometers；the length of the pipe rack at Lingdangmai Street is 1.10 kilometers；the length of the pipe rack at Jiangshan Street is 1.22 kilometers；the length of the pipe rack at Wuguang Street is 1.12 kilometers；and the length of the pipe rack at Changjiang Street is 1.16 kilometers.

The open cut method has been adopted for the project construction. The burial depth of the pipe racks is 2.0-3.8 meters, the number of cabins is 2-3, the area of the rack section is 37.8-57.9 square meters, including water supply pipeline, heating pipeline, sewage pipeline, natural gas pipeline, power pipeline and communication pipeline.
