Situated at the Yunnan-Guizhou Plateau, Liupanshui is of typical Karst topography with complicated geological conditions. Liupanshui is the first pilot city for underground comprehensive pipe rack with the characteristics of a mountainous city. 

The total length of the underground pipe racks（a demonstration project）（Tender sectionⅠ）of Liupanshui is about 22.18 kilometers long. The pipe racks are located respectively at the east section of Tianhu Road, west section of Tianhu Road, Yude Road, Renmin Road, Hongqiao Road, Qianyuan Road and Liangdu Avenue. The east and west sections of Tianhu Road and Yude Road, among others, are situated in the new urban area, with other roads in the old urban district. Pipelines entering the pipe racks include water supply pipeline, recycled water pipeline, heating pipeline, natural gas pipeline, power pipeline and communication pipeline.
