The project runs parallel to the first-stage project of Rail Transit Line 3 and stretches as long as 5.93 kilometers. Having been laid along Rail Transit Line 3 at Tabei Road，the pipe rack starts from Suncun Station at South Jianshe Street in the west and goes eastward to Tazhong Station, Dongwang Station, Nanwang Station, Weitong Station and to the Three-Church Station in the east at South Road of the East 2nd Ring Road, totaling 6 stations and 5 sections.

Shield construction method has been used for the project. The inner diameter of the standard section is 5.4 meters, and the pipelines entering the rack include water supply pipeline, recycled water pipeline, heating pipeline, communication pipeline and 10kv cables, with some capacity increase space being reserved. 14 technology wells, 6 shield shafts and 20 nodal wells have been set up along the entire pipe rack line, and the burial depth of the standard section is 7-25 meters.
