The project is situated in the Hexi District （ under third-stage construction, including Mingdu Road ）east of Tianfu Avenue of the High-Tech Zone, west of South Kehua Road, north of Jincheng Avenue and south of Fucheng Avenue in Chengdu, Sichuan Province. It is a municipal infrastructure project（exclusive of the Central Green Axis Park） of about 92 hectares.

The pipelines entering the pipe rack include power cables, communication pipeline, water supply pipeline, cooling pipeline, heating pipeline, recycled water pipeline, natural gas pipeline, and exhaust water pipeline（rain water and sewage pipeline）. The underground driveway and the tunnel for the main line of the comprehensive pipe rack have been built in an overlapped way under Jinyundong First Alley（Weisan Road）, Jintai Road（Jingyi Road）and Jinyundong Fourth Alley（Weiliu Road）. The subsurface structure is a three-floored structure, with the first floor used as underground driveway, the interlayer of the second floor used as tributary pipe rack, and the second floor used as comprehensive pipe rack.
