UCD Convenes Meeting on Full and Strict Governance over the Party cum Meeting of the Leading Group for Party Building for 2025
On March 24, UCD convened the meeting on full and strict governance over the Party cum the meeting of the leading group for Party building for 2025, where it reviewed the efforts to earnestly implement the new deployments and new requirements of the superior on exercising full and strict governance over the Party, summarized the company's Party building work in 2024, and assigned the tasks in 2025. It conveyed the spirit of the meeting of the leading group for Party building of BUCG, and made arrangements about the learning and education work on the implementation of the spirit of the eight-point decision of the CPC Central Committee on improving Party conduct, aiming to promote the company to unswervingly deepen the full and strict governance over the Party, and lead and guarantee the high-quality development of the company with high-quality Party building.
Offline attendees include members of UCD's leadership, assistant leaders, heads of departments and direct business divisions, secretaries of Party organizations of secondary units, deputy secretaries responsible for Party building, secretaries of commissions for discipline inspection, as well as heads of Party-masses work departments and discipline inspection departments, while online attendees are secretaries of Party organizations of regional institutes and external branch institutes. The meeting was presided over by Zhang Hongyun, deputy Party chief and chairman of the labor union of UCD.
Dong Shuen, secretary of the Commission for Discipline Inspection of UCD, conveyed the spirit of the 4th Plenary Session of the 13th Beijing Municipal Commission for Discipline Inspection and the meeting on full and strict governance over the Party by the superior, and unveiled BUCG's typical cases of violations of the eight-point decision of the CPC Central Committee and non-duty crimes.

Xia Xiujiang, Party chief and general manager of UCD, delivered a speech on the company's work in full and strict governance over the Party (Party building) and made arrangements about the learning and education work on the implementation of the spirit of the eight-point decision.
Under the strong leadership of the CPC Beijing Municipal Committee, the Party committee of the State-owned Assets Supervision and Administration Commission of the People's Government of Beijing Municipality and the Party committee of BUCG, UCD, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, met the requirements of full and strict governance over the Party, strengthened the Party's leadership over the reform, innovation and development of the company through Party discipline learning and education and rectifications following inspections, and converted the advantages in Party building into the strong momentum for corporate development, in a bid to continuously boost its steady development.
Xia stressed that 2025 marks the final year of the 14th Five-Year Plan and a crucial year to lay a solid foundation for the good start of the 15th Five-Year Plan. It is imperative to continually strengthen political guidance, build strategic consensus, improve political standing, and implement key tasks. Efforts should be made to earnestly implement the system concerning decision-making on important matters, appointment and dismissal of important cadres, arrangements on important projects, and use of large amounts of funds, improve the quality and effectiveness of advance research, strictly implement the system of democratic centralism, strictly enforce the system of requesting instructions and reporting on major matters, and give full play to the leading and guaranteeing role of Party organizations in key tasks such as deepening reform, addressing market difficulties, transforming and upgrading, and improving management. It is necessary to step up the construction of corporate culture, strengthen ideological work, improve the responsibility system, and enhance cultural identity. UCD should consolidate ideological responsibilities, strengthen the management of ideological battlefields, and prevent and defuse security risks in the ideological field. Efforts should be stepped up to publicize corporate achievements and create a positive corporate atmosphere. The company should set the direction of talent selection and employment, improve the team of cadres, build up capabilities and take on responsibilities. According to political standards, talent selection and employment should be based on actual work, performance and responsibility. It should intensify efforts to build the leadership and leaders' team, optimize the mechanism for discovering and training outstanding young cadres, and strengthen the training on cadre governance and professional capabilities. The supervision and management of cadres should be strengthened, and the scrutiny on the "top leaders" should be enhanced. Unremitting efforts should be made to tighten discipline and improve Party conduct, improve work style, deepen integrity education, and deliver better quality and effectiveness of supervision. Adopting the long-term mechanism of inspections and rectifications and eyeing targets and requirements, it should strengthen the oversight in the whole process, on all factors and throughout the whole cycle. The discipline education campaign should be advanced on a regular and long-term basis, and warning and education should be expanded to the grassroots level. It is necessary to strengthen the development of a discipline inspection team and the corresponding system and promote the standardization, legality and regularization of discipline inspections. UCD should strictly implement confidentiality measures, strengthen publicity and education, and build a strong barrier to confidentiality work. It should reinforce the management of secrecy-involved projects, strengthen the confidentiality education and training for employees, and define the responsibilities to ensure confidentiality.
Xia stressed the need to fully recognize the significance of the learning and education on the implementation of the spirit of the eight-point decision, align ideas and actions with the decisions and deployments of the CPC Central Committee and the requirements of the higher-level Party committee, coordinate "learning, inspection and rectification", and raise the ideological and action consciousness of studying and implementing the spirit of the eight-point decision. To achieve the targets and meet the requirements of learning and education, the company should focus on the theme, pay attention to practical results, learn deeply and thoroughly; comprehensively and deeply investigate the problems, make full use of disciplinary supervision, audit supervision, investigation and research, and so forth to find the problems existing in the implementation of the spirit of the eight-point decision and their implementation rules, hold a warning and education conference, strengthen the disclosure of information, educate and guide Party members and cadres to hold discipline in awe and respect, and do not cross the bottom line; pragmatically promote centralized rectification, formulate rectification measures one by one for the problems spotted, make public measures for supervision to ensure effective rectification; strengthen the organization and leadership of learning and education, where Party organizations at all levels should effectively shoulder the primary responsibilities, comrades in charge should assume the responsibility as the first responsible person, the leadership members should fulfill the "dual responsibilities in one post", and the Party committees and the general Party branch committees should give full-coverage, whole-process guidance to Party branches. Reports should be made on the progress of learning and education in a timely manner, learning and education should be deepened, and the high-quality development of the company should be moved to a new level with effective learning results and the fine conduct of seeking truth and pragmatism.
Zhang put forward three requirements for the implementation of the spirit of the meeting: 1) Improve the political standing, focus on the Party's political building, create a clean and upright political ecology, consolidate the effectiveness of the inspection and rectification work, and exercise full and rigorous Party self-governance in all aspects and the whole process of the company; 2) Clarify the responsibilities, improve the accountability mechanism, focus on enhancing the organizational capability, carry out activities about the learning and education on the implementation of the spirit of the eight-point decision, ensure the learning quality, strict inspections and effective rectifications and develop the fine conduct of seeking truth and pragmatism; 3) Concentrate on the overall situation, always anchor the main goal of high-quality development of UCD, strive to build a new pattern of deep integration of Party building and production and operation, and constantly forge a magic weapon to cope with risks and challenges with high-quality Party building, and gather momentum and vitality for the company to seize strategic opportunities and move ahead steadily amid changes.
