UCD Holds 2024 Grassroots Review Meeting on Party Building

On January 13, UCD held a grassroots review meeting on Party building, where it fully summarized the work of Party organizations in full and strict governance over the Party (Party building) in 2024 and arranged the work in 2025. The focus will fall on strengthening the construction of grassroots Party organizations, promote the deep integration of Party building and central work, and inject strong momentum into the development of the company.

The attendees include members of UCD's leadership, assistant leaders, heads of departments, secretaries of Party organizations, heads of Party-masses work departments and discipline inspection departments under Party committees and general Party branch committees, secretaries of Party branches, as well as the chairperson of the labor union. Han Feng, deputy director of the Organization Department under the Party Committee of BUCG, was present at the meeting and gave instructions. The meeting was presided over by Zhang Hongyun, deputy Party chief and chairman of the labor union of UCD.

Party organizations, namely the Party committee of Rail Construction Company, the general Party branch committee of the investment and construction management department, the Party branch of the planning institute, the Party branch of the property development department, the No. 3 Party branch of the organ and the Party branch of Chinese metro, reviewed their work on site. Faced with key and difficult points in Party building and the completion of economic indicators, they talked about actions taken, results achieved, weaknesses, deviations and strategies in the past year, and the work in the next step, laying a solid foundation for making rectifications of problems and moving Party building to a new level. Secretaries of other Party organizations also made written reports. The attendees evaluated the grassroots Party building work by secretaries of Party organizations.

Xia Xiujiang, Party chief and general manager of UCD, commented on their review, affirmed their achievements according to the actual developments, and analyzed the specific problems in the grassroots Party building work, pointing out the direction for the next step. Secretaries of Party organizations unanimously stated that they would earnestly implement the requirements and arrangements of the Party committee of UCD, and promptly rectify the problems spotted, striving to achieve remarkable results in improving the quality of the grassroots Party building work on all fronts.

Xia stressed that 2025 marks the final year of the 14th Five-Year Plan and to deepen the reform of SOEs, when UCD will review the rectification of problems discovered during inspections, and shoulder heavier responsibility and satisfy stricter requirements in the grassroots Party building work. In terms of central work, secretaries of Party organizations should make up for weaknesses, consolidate strengths and summarize the typical experience, as all-out efforts to do the grassroots Party building work.

In this regard, first of all, Xia requested Party organizations to unswervingly adhere to the Party leadership They should consciously use the Party's innovative theories to tackle the key and difficult problems the company currently faces, and unify the ideological Party building and institutional Party governance in the same direction and at the same time, in order to strengthen the implementation to ensure institutional vitality. Secondly, measures should be taken to commercialize achievements and responsibilities should be defined. Following inspections, making rectifications is critical. Party organizations should draw on the successful experience from Party discipline learning and education, clarify the responsibilities and create a good political environment. Thirdly, self-improvement is the key, and the development of Party branches should not be neglected. The grassroots Party organizations must keep to the right political orientation. Fine management should be strengthened to build Party branches according to five standards: well-established team, well-managed Party members, well-organized life, well-implemented systems and good role. Persistent efforts should be made to promote the standardization of Party branches. Fourthly, with the goal of long-term development, continuous efforts should be made to give incentives, take on responsibilities and take actions. Priorities should be given to enhancing education management, improving quality and playing a role to build a strong team of Party members. Focus should fall on lifting the level of full-time and part-time Party workers, ramping up efforts to select and train young cadres and continuously stimulating the vitality of doing things and making innovations. Last but not least, driven by brand building, the company should continue with in-depth integration. Against the backdrop of strengthening Party building and promoting reform, endeavor should be made to construct an effective operating system that facilitates the integration between Party building and central work, intensify the establishment of a Party building brand and move forward steadily towards goals with high-quality, diversified and branded Party building.

All units and departments should implement the spirit of this meeting and seminars hosted by UCD and BUCG, combine the reality, fully utilize the outcome of inspections and rectifications to take concrete actions on the construction of the grassroots Party organizations, said Zhang Hongyun, deputy Party chief and chairman of the labor union of UCD. UCD should further raise its political position and establish a clear political direction. Aiming to improve the grassroots Party organizations, the company should define responsibilities, assign key tasks in Party building at the grassroots level, make rectifications after meetings, improve work quality and efficiency, and truly translate the achievements of Party building into the practical results of full and strict governance over the Party and its high-quality development. In the meantime, studying the spirit of BUCG's meeting on work arrangements to maintain stability, Zhang talked about the role of secretaries of Party organizations to perform the duties of the first responsible person and maintain stability at the grassroots level. Zhang stressed that at the turn of the year, all Party organizations and leadership members should firmly establish the political awareness that ensuring overall stability is the top priority, attach great importance to maintaining stability, and strengthen overall coordination; identify conflicts, give early warning in advance, resolve them in a timely manner, and strictly implement the system for reporting and submitting information on major issues; make arrangements for duty work during holidays, ensure smooth and orderly production and operation, and achieve a "good and stable start" in a new year.
