UCD Convenes Case-based Warning and Education Conference

On August 6, UCD convened a warning and education conference to study and implement the spirit of the 20th CPC National Congress and the Third Plenary Session of the 20th CPC Central Committee and to convey the spirit of the superior warning and education conference. The conference was presided over by Wang Hanjun, deputy secretary of the Party committee and general manager of UCD.

The attendees include members of UCD's leadership, assistant leaders, principal and deputy leaders of departments, as well as members of the leadership of secondary units whose Party organizations belong to the company.

Dong Shuen, secretary of the Commission for Discipline Inspection of UCD, conveyed the spirit of the People's Government of Beijing Municipality, the State-owned Assets Supervision and Administration Commission of the People's Government of Beijing Municipality and BUCG.

Xia Xiujiang, Party chief of UCD, said in his speech that it is a must to earnestly study and understand the General Secretary Xi Jinping's important discourse on strengthening the Party discipline, recognize the Party discipline learning and education as a crucial measure to strengthen the Party discipline and exercise full and strict governance over the Party, study, understand and obey the Party discipline, and transform the achievements of Party discipline education into vivid practice to promote the high-quality development of the company.

It is imperative to strengthen the ideological basis with theories for strict obedience to discipline and rules. Unremitting efforts should be made to unify wills and actions with Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to fortify the defense against corruption and ideological degeneration. Party discipline learning and education should be normalized. The Regulations on CPC Disciplinary Action must be followed. Learning outcomes should be converted into vivid practice of doing duties well and promoting career development.

With strict political discipline, all disciplines shall be strictly observed. The Party's political discipline and rules should be consistently put first, with careful implementation of Xi's important instructions on state-owned assets' and state-owned enterprises' strict enforcement of Party discipline. Work should be carried out from the right starting point, so as to ensure that the decisions of the CPC Central Committee and the superior are implemented in the company. A firm stance should be taken to shoulder the political responsibility of inspections and rectifications, and immediate response should be combined with long-term planning. Close attention should be paid to the application of results. A long-acting mechanism should be established to achieve the organic integration of promoting reform, development and governance with inspections.

Disciplinary responsibilities should be firmly fulfilled, and a supervision system that addresses both symptoms and root causes should be established. UCD should set up a sound responsibility system with intra-Party oversight and other forms of oversight, enabling the comprehensive supervision of the Party committee. It should define the primary responsibility of the Party committee and the responsibility of the secretary as the first responsible person, strengthen the leadership and coordination of various oversight bodies, and create normal and long-term joint oversight forces. Continuous efforts should be made to refine the grassroots supervision system, tighten oversight over material matters and key parts, including decision-making on important matters, appointment and dismissal of important cadres, arrangements on important projects, and use of large amounts of funds, and better translate the strengths of the supervision system into governance effectiveness.

The company should adhere to the main tone of strictness and practical requirements to strengthen discipline enforcement. The discipline requirements should be organically integrated into the whole process of supervision, enforcement and accountability. The main tone, measures and atmosphere of strictness should be always maintained. Equal emphasis should be placed on Party character, working style and discipline. It is imperative to solidify the spiritual defense with the eight-point decision of the CPC Central Committee on improving Party conduct, with deterrence, institutional restriction, and raised consciousness. Efforts should be made at the same time, in the same direction and in an all-round manner to ensure that Party members dare not, cannot and do not want to be corrupt.

A powerful team of Party members and cadres should be built. Obedience to discipline and rules should be combined with responsibility, and four forms of supervision and discipline enforcement should be employed accurately to restrain the behavior of Party members and cadres. Education in laws and discipline for young and newly selected enterprise leaders should be strengthened to help young cadres fasten the "first button." The company should combine strict supervision with generous love, place equal emphasis on incentives and constraints, and distinguish mistakes and errors in reform from knowingly committed violations, mistakes and errors in exploratory tests from devil-may-care violations, and inadvertent errors from illegal acts for personal gain.

Wang Hanjun, deputy secretary of the Party committee and general manager of UCD, requested Party organizations at all levels to conduct self-inspection and make rectification based on the warning and education conference. All Party members and cadres should learn from cases, stay alert, enhance their willpower in politics, discipline, morality and anti-corruption, and convert Party discipline and rules into daily habits and conscious awareness, showing new atmosphere and new actions on a new journey.
