Third Session of UCD’s Party Congress Successfully Held

On Sep.13, the third session of UCD’s Party congress was held successfully at the Beiyuan Conference Center. The congress reviewed in retrospect the main work done by UCD in five years, defined the guiding ideology for UCD’s high-quality development in five years ahead and elected UCD’s third Party committee and its commission for discipline inspection. A total of more than 140 persons, including Party member representatives and nonvoting delegates, attended the congress. Zhou Zeguang, BUCG’s deputy Party chief and labor union chairman, attended the congress and delivered remarks.

When presiding over the opening of the congress, UCD’s deputy Party chief Zhang Hongyun announced that 138 persons came to the third session with the number of attendees conforming to the required quorum though the number of attendees should be 142. Zhou Zeguang, member of the congress presidium, BUCG’s deputy Party chief and labor union chairman, Miao Linqing, head of organization department of BUCG’s Party committee, and deputy head of the department Han Feng were seated at the rostrum. In the majestic national anthem, the third session of UCD’s Party congress kicked off officially.

UCD Party chief Xia Xiujiang made the Party committee work report under the title of Be Struggle-centered and Be of One Mind for Greater Efforts to Write a New Chapter of UCD’s High-quality Development in All Respects on behalf of UCD’s Party committee. The report sums up the achievements scored in UCD’s five-year development in an all-round way, pointing out that the five years since UCD’s second Party congress held in 2019 were the years in which UCD has inherited the past and ushered in the future and achieved an all-around leapfrog development. Under the firm leadership, support and help of BUCG’s Party committee, UCD Party committee has rallied and led all Party members, cadres and staff members to comprehensively carry out Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, properly cope with the changes in the external environment, uphold fundamental principles and break new ground, muster courage and fight in the vanguard, thus constantly improving the core competitiveness, unceasingly increasing major economic indicators, continuously optimizing business layout, speeding up technical innovations, incessantly enhancing the sense of gain among cadres and employees and scoring new achievements and new developments in all work. Over the five years, UCD Party committee has conscientiously carried out the general requirements for Party building in the new era and strictly implemented the responsibility of strengthening Party self-discipline in an all-round way, comprehensively deepening Party leadership, consolidating organization construction from different perspectives, building up ranks of cadres through various channels, promoting ideological and cultural empowerment across the board, constantly optimizing corporate political ecology and boosting the change of corporate political advantages into competitive edges and development momentum.

The report has explicitly set forth the guiding ideology for future five-year development and has mapped out across the board priority tasks for Party building, reform and development. The report stresses that Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era should be adhered to consistently as the guide, the spirit of the third plenary session of the 20th CPC Central Committee should be deeply carried out, the new development concept should be implemented completely, accurately and comprehensively, Party leadership should be upheld and Party building be strengthened, integrating and serving national strategy and development of Beijing should be stuck to, the glorious tradition and valuable experience in governing and strengthening UCD for 66 years should be carried forward in an all-round way, more attention should be paid to strengthening UCD’s main business to realize the upgrading of“A Capable UCD”in an all-out way, more attention should be paid to reform and innovation to realize the upgrading of“A Science and Technology UCD”in an all-out way, more attention should be paid to quality and efficiency improvement to realize the upgrading of“A Management UCD”in an all-out way, more attention should be paid to joint construction and prosperity to realize the upgrading of “A Wellbeing UCD” in an all-out way, the guideline of being struggle-centered and being of one mind for greater efforts should be adhered to, and the matter-of-the-fact and innovation attitude and commitment to excellence should be upheld to forge ahead with high spirit toward the strategic goal of building UCD into the biggest and the most competitive integrated urban construction design-led service provider with the most complete professions and specialties！

At the congress, work report of UCD’s commission for discipline inspection as well as the report on collection, use and management of Party membership dues were made in written form. The work report of UCD’s commission for discipline inspection entitled Promote Discipline Inspection Work in the New Era in the Spirit of Radical Self-revolution to Provide A Strong Guarantee for the High-quality Development of Striving Enterprises comprehensively summarizes the main work, effectiveness and experience achieved by the commission for discipline inspection by sticking to its functions and responsibilities since previous Party congress, and has mapped out in five aspects the future five-year main work tasks for the commission for discipline inspection.

Zhou Zeguang, BUCG’s deputy Party chief and labor union chairman, fully affirmed the achievements made by UCD Party committee over five years when delivering remarks. He pointed out that since the previous Party congress UCD Party committee has rallied and led broad masses of Party members, cadres and employees to persevere in guiding the high-quality development with the high-quality Party building and to focus on the main business to put forth effort in a diversified way, showcasing strong development tenacity and vitality, mounting up value-creating ability constantly and continually taking the lead in the urban rail transit industry in China. Revolving around future development, Zhou Zeguang made five points of requirements on UCD Party committee and on the forthcoming leading groups of the new UCD Party committee and commission for discipline inspection. Firstly, the Party political construction should be taken persistently as the guide to further strengthen the overall leadership of the Party；Secondly, UCD’s development quality and efficiency should be further enhanced by sticking to the central task；Thirdly, the tenet of developing the enterprise by talent management should be upheld persistently to further stimulate the potential of talent development to provide firm talent guarantee for the steady and sustainable development of the enterprise；Fourthly, the foundation should be tamped consistently to further enhance the vitality of the grassroots Party building；Fifthly, the permanent governance and efficiency should be adhered to and the supervision system should be continually improved to boost the high-quality development of the enterprise in a clean and upright entrepreneurial atmosphere.

 

In the warm applause in the afternoon, resolutions submitted to the congress for voting were adopted successfully. Delegates to the congress elected 7 members of UCD’s third Party committee and 5 members of the third commission for discipline inspection through secret ballot. With all agendas completed, the congress came to a successful close in the solemn Internationale.

After the congress, the first plenary session of the third UCD Party committee was held to have elected chief and deputy chief of the third UCD Party committee；and the first plenary session of the third UCD commission for discipline inspection was held to have elected chief of the commission.
