Rail Transit Branch of China Engineering & Consulting Association Established and Forum on Sustainable Development of Urban Rail Transit Successfully Held

On Oct. 20, an assembly for the establishment of the rail transit branch of China Engineering & Consulting Association and a forum on sustainable development of urban rail transit were held in Beijing. Qu Qi, head of project quality and safety supervision department of Ministry of Housing and Urban-Rural Development, Zhang Yuequn, head of the supervision and liaison division of the project quality and safety supervision department of Ministry of Housing and Urban-Rural Development, Zhu Changxi, chairman of China Engineering & Consulting Association, and Wang Hanjun, UCD general manager and head of the preparatory work team for the establishment of the rail transit branch of China Engineering & Consulting Association, as well as more than 150 representatives of rail transit membership units from across the country, attended the assembly. Wang Ziniu, vice-chairperson of China Engineering & Consulting Association, presided over the assembly.

Witnessed by all participants, the assembly for the establishment of the rail transit branch of China Engineering & Consulting Association was ceremoniously held. Members of the first council of the rail transit branch were elected at the assembly, with UCD general manager Wang Hanjun elected chairman of the first council. The council consists of 103 members，and there are 28 members for the standing council, with 12 persons elected vice-chairpersons and 1 person made as secretary-general.

Qu Qi, head of project quality and safety supervision department of Ministry of Housing and Urban-Rural Development, Zhang Yuequn, head of the supervision and liaison division of the project quality and safety supervision department of Ministry of Housing and Urban-Rural Development, Zhu Changxi, chairman of China Engineering & Consulting Association, and Wang Hanjun, chairman of the rail transit branch of China Engineering & Consulting Association, jointly unveiled the nameplate for the branch association.
Initiated by UCD and composed of countrywide relevant rail transit engineering, surveying and design enterprises, the rail transit branch association is a nonprofit social organization established under the approval of China Engineering & Consulting Association. The branch association aims to pool strength of all parties of the industry and give play to the leading role of the surveying and design in the rail transit construction and development to propel the high-quality, sustainable and sound development of the rail transit industry. After the establishment, the branch association will center on competent departments of the service industry to conduct investigation and research in the rail transit field, push ahead the standardization construction and set up exchange platforms of the industry.

Zhu Changxi, chairman of China Engineering & Consulting Association, and Wang Hanjun, chairperson of the rail transit branch association, issued certificates to the elected vice-chairpersons.

Qu Qi, head of project quality and safety supervision department of Ministry of Housing and Urban-Rural Development, extended congratulations on the establishment of the branch association. He pointed out that urban rail transit, with such advantages as strong transportation capacity, convenience and efficiency, safeness and greenness, is the aorta of urban public transportation, the important infrastructure for building modern cities and the critical livelihood engineering to bring people convenience and benefit, being of great significance to finding solutions to the excessively big population economic intensity, optimizing the new development models for megacities and opening up urban development spaces. He hoped that the branch association will fully recognize the important roles of the rail transit in urban development in the new era, attach importance to the quality and safety of the rail transit projects and enhance the ability in sustainable rail transit development so as to make due contributions for the development of the urban rail transit.

Zhu Changxi, chairman of China Engineering & Consulting Association, extended congratulations on the establishment of the branch association and the election of the leading group of the first council. He pointed out that establishing the rail transit branch association is an important move in thoroughly carrying out the requirements of General Secretary Xi Jinping and in giving an impetus to the implementation of the strategy of building China into a country with strong transportation network. He said that the branch association should carry out the arrangements and the decisions of the Party Central Committee, do a good job of the rail transit cause, practice the development concept of “Cities of the People”, serve the membership units in real earnest, make effort in building favorable industrial environments, give play to the role of the branch association as a platform, and constantly improve the ability in performing duties and responsibilities so as to make positive contributions for the high-quality development of the rail transit construction in the new era.

Wang Hanjun, chairman of the first council of the branch association, made an inaugural address. He expressed thanks to leaders at all levels of the Ministry of Housing and Urban-Rural Development and the China Engineering & Consulting Association for their support. He said that high-quality and sustainable development of the rail transit industry needs wider pooling of minds and strength, higher overall planning and guidance and that the branch association, under the leadership of China Engineering & Consulting Association and in line with the new circumstances and new requirements, will give play to the advantages of the branch association as an industrial organization, set up expert think tanks, serve as the bridge for communication between government departments and enterprises, give an overall consideration to both rail transit coordination work and cross-industry collaboration, help facilitate technological innovation of the industry and give an impetus to the high-quality development of the rail transit industry.

On that day, the forum on sustainable development of the urban rail transit was successfully held. Academicians of the Chinese Academy of Engineering and the Chinese Academy of Sciences, national survey and design masters and experts gathered to bring about cutting-edge consultations and the latest research findings to exchange and share with the participants and put forward new trains of thought and new moves for the development of the industry.

Peng Suping, academician of the Chinese Academy of Engineering, shared his “Ground Penetrating Radar and Detection Technology for Hidden Safety Perils of Urban and Underground Engineering Facilities” and related engineering practice achievements, providing the solution to realizing the safe application of scientific and technological means to engineering construction. He Manchao, academician of the Chinese Academy of Sciences, shared his disaster control theory on large deformation of engineering rock mass and achievements in technical research featuring on“Tunnel Excavation Compensation Method”as the topic. Warm repercussions were aroused among participants on his research of “ductile material”. National survey and design masters, such as Ren Qingying, Huang Xiaojia, Shi Haiou and Ma Haizhi (with his team member Li Tiancai giving the report on his behalf), made reports and exchanges respectively.
