Flood-Control Emergency Drill Conducted at Metro Line 11 of No.3 Tender 

Recently, Key Project Construction Command Office of Beijing, in association with Beijing Urban Rapid Rail Construction Management Co., Ltd., conducted the theme propaganda activity of “Disaster Prevention and Reduction Day in 2020” advocating the creed of “enhancing the emergency capacity at the grassroots level and consolidating the line of defense for disaster prevention, reduction and relief”, as well as comprehensive drills for emergency response to construction accidents and foundation pit collapse, at Metro Line 11 in Beijing, a No.3 tender project undertaken by UCD’s rail transit construction company.

Leaders on site included Zhou Guanghui, division head of Key Project Construction Command Office of Beijing, Cao Dongwen, director of Beijing’s municipal supervision general station, Chen Yinliang, deputy head of the construction committee of Shijingshan District, Yue Dinghai, Party secretary of Beijing Urban Rapid Rail Construction Management Co., Ltd., Wei Zhonghua, assistant general manager of BUCG, AND Wang Liang, deputy general manager of UCD and chairperson of the rail transit construction company. The emergency rescue team of Beijing Urban Rapid Rail Construction Management Co., Ltd. and the project department of UCD’s rail transit construction company in charge of the Line 11 of No.3 Tender jointly organized the drills. More than 100 persons, including safety managers of Beijing Urban Rapid Rail Construction Management Co., Ltd. who were involved in the project construction, watched the drills.

The accident was emulated in the drills showing a worker was injured by the water burst from sudden collapse of the side slope incurred by continuous rain in the flood season when the foundation pit was being dug. A DN100 water pipe broke in the collapse, widening the collapse area. The project department immediately started the emergency plan for the emergency rescue work. Assisted by the superior leaders and related property units, the rescue team tackled the accident properly.

On the principle of “drills in real sense, emergency plan inspection, intensified joint action, attention to effectiveness”, the organizers carried the enhancement of the combat capacity through the whole process, having effectively inspected the ability of the emergency commanding members to tackle the emergency accidents on the construction site and improved the project emergency handling levels and rescue capabilities. With the joint efforts made by the construction units and the superior departments, the rescue teams cooperated with each other perfectly to have organically unified the feasibility of the emergency plan and the implementation of the drill scheme, providing the actual basis for the improvement of the emergency plan compilation.

The drills tempered the staff contingent, tested the emergency plan, accumulated valuable experiences, and offered support for the enhancement of work mechanisms and for the amendment of the emergency plan.
