Pep Rally Held to Ensure the Scheduled Completion of Part B of Rail Transit Line 4 of Kunming
Cohesion leads to success. On Mar. 26, a pep rally kicked off to ensure the completion and opening of Part B of Rail Transit Line 4 in Kunming on schedule, with the rally serving as a bugle call for the project construction and a prelude to the victory of the decisive battles.
Xia Xiujiang, manager of UCD’s investment and construction management department, presided over the rally. Leaders, such as Tao Min and Ji Hongwei, deputy general managers of Kunming Rail Transit Group Co., Ltd., Yuan Heyao, general manager of Kunming Rail Transit Line 4 Investment Co., Ltd., UCD’s general manager Wang Hanjun and chief economist Liu Li, and those from China Railway Electrification Bureau Group Co., Ltd., attended the rally. More than 200 people, including representatives of construction workers, staff from construction, design and supervisory units, as well as equipment suppliers, were present at the rally.
Rail transit line 4 is the auxiliary axis connecting major industrial bases of Kunming. With a total length of 43 kilometers, the line passes through Panlong District, Wuhua District, Guandu District and Chenggong District, with 29 underground stations set up along it. As one of the second batch of PPP demonstration projects designated by the Ministry of Finance, the construction and operation management for the line is of vital importance, which will set an example for rail transit PPP projects of Kunming and even those similar PPP projects throughout the country. The thorough completion is projected by the end of the year, with the line to be opened for trial operation in 2020.
Tao Min, deputy manager of Kunming Rail Transit Group Co., Ltd., said that the pep rally was an important move of Kunming Municipal Party Committee and Kunming Municipal Government to accelerate the construction of rail transit line 4, and that all related units should heighten their political stances and resolutely carry out all work requirements put forth by the municipal party committee and the municipal government to ensure the successful completion of the project as scheduled. Tao Min added that tasks should be meticulously arranged to meet the targets, so as to completely meet the time limit of the project and fulfill the investment tasks. Meanwhile, services should be well done and coordination be strengthened to ensure the unobstructed construction progress. Efforts should be made to hold the pass strictly and strengthen management and control to ensure the production in a safe, standard and orderly way. Construction-related matters should be handled earnestly to ensure that the tasks entrusted by the Party and the government are well accomplished.
When delivering remarks, UCD’s general manager Wang Hanjun said that subways are the lifeblood of cities and that UCD, rail transit designer with the largest market share and of utmost comprehensive strength in China, was born for China’s subways. He said that through development in recent years UCD has equipped itself with all-life-cycle operational capabilities for rail transit PPP projects, entering the fast lane for leapfrog development. As the leading unit for the construction of the rail transit line 4 in Kunming, UCD has participated in the project all the way from investment, construction, to operation, and feels deeply that the mission is lofty and the responsibility is grave. In the course of the project construction, UCD will give full play to the advantages of its whole industry chain, rigorously carry out the responsibilities as the major project operator, and practice the pursuit-of-the-best standard with the “spirit of national craftsmanship” in mind to build the project into a paradigm and boutique one to ensure that the target of completing and opening the rail transit line in 2020 as scheduled is successfully met so as to make the people of Kunming happy and satisfied!
At the rally, Yunnan JingJian Rail Transit Project Co., Ltd. gave an introduction to the construction progress and operation-related preparations about the project, assigned tasks to be completed as per the time limits and signed “military pledges” with the construction units, with the latter vowing to live up to the expectations.
