UCD Creative Center Sees Its Scheme Rated Good in the“International Bidding for Haikou Jiangdong New District Conceptual Planning Scheme of China (Hainan) Pilot Free Trade Zone”

30 years ago, the National People’s Congress (NPC) decided to make the Hainan Island into a province. Since then, Hainan has become the youngest province and the largest special economic zone in China. On April 14, 2018, on the celebration of the 30th anniversary of Hainan being made a province and a special economic zone, Xi Jinping solemnly declared the decision of the Central Party Committee to back up the construction of the whole Hainan into a pilot free trade zone and in support of Hainan to gradually explore and steadily promote the construction of itself into a free trade port with Chinese characteristics and to establish the free trade port policy and institutional system in steps and by stages. Later on, the Hainan Provincial Party Committee and the Hainan Provincial People’s Government set up the Haikou Jiangdong New District to serve as a key first-mover area for the construction of China (Hainan) Pilot Free Trade Zone, and launched the international bidding for the“Haikou Jiangdong New District Conceptual Planning Scheme of China (Hainan) Pilot Free Trade Zone”.

In June, 2018, the Urban-Rural Planning & Architectural Creative Center of Beijing Urban Construction Design & Development Group Co., Ltd. (hereinafter referred to as “UCD Creative Center”) joined hands with the Architectural Design and Research Institute of Tsinghua University and Nihon Sekkei to form a combo for the scheme competition. Through a series of selections, the combo stood out with its talent revealed from among more than 60 renowned Chinese and foreign institutions that signed up for the bidding. Through hard work for more than two months, the scheme devised with UCD Creative Center as the chief technology supervisor found favor with the experts and was rated as a good one at the accreditation meeting held on September 28, 2018! On November 15, the leading group office of Haikou Jiangdong New District of China (Hainan) Pilot Free Trade Zone issued an official award notice.

With “Global Free City” as its theme, the scheme embodies ten major plans featured by “spatial freedom, ecological freedom,traffic freedom, trade freedom, energy freedom, tourist freedom, cultural freedom, personnel freedom, living freedom and institutional freedom” and, based on the construction of a free trade zone and a free trade port with Chinese characteristics, the scheme advocates the construction of a “Global Free City” in a real sense to serve as a new model for the all-around deepening of China’s reform and opening up in the new era in terms of foreign trade,tourist consumption, smart science & technology, external cooperation, offshore finance and deep-sea economy by virtue of the open-up experiment on a higher,broader and larger scale.

The scheme proposes the construction of a new spatial relationship structure comprising water resources, land, urban areas, rural areas and farmland to mark out grouped and island-shaped space areas to form an overall spatial layout of “one city with six islands and several groups” by means of “river harnessing, island construction, effective connection and city forming” and, the sheme holds that the technical measure of partially heightening the water surface ratio and the landscaping ratio should be used to improve the microclimate environment and to build a super cluster of islands where vegetation can grow freely, partial temperature control can be effectuated and phased group development can be conducted.
