Airport Highway（Middle Section）Completed and Opened to Traffic

On Jan. 12, the airport highway in Dianzhong New Area, one of the third batch of national PPP demonstration projects and the first PPP municipal road of Yunnan Province, was completed and opened to traffic.

Leaders such as He Gang, deputy chief of the municipal Party committee of Kunming and director of Dianzhong New Area Administration Committee, Sun Zhiyong, deputy head of the Planning Department of Dianzhong New Area Administration Committee, and UCD general manager Wang Hanjun attended the opening ceremony. Li Shuyong, deputy director of Dianzhong New Area Administration Committee, presided over the ceremony.

He Gang delivered remarks and announced the opening of traffic. He pointed out that, as an important integral part of the skeleton road network of the New Area, the airport highway（middle section）is a key and pacesetter infrastructure project of the New Area, representing the image of the New Area and being of great importance to the overall development and construction of the area and to the wellbeing of the people. He expressed that the successful completion of the project for traffic service is an important milestone in the history of infrastructure construction of the area, marking the initial formation of the skeleton road network and starting a prelude of urban development in the New Area.

Sun Zhiyong expressed that, as a national PPP demonstration project, the completion and opening of the airport highway（middle section）, has been a major achievement made by the party working committee and the administration committee of the New Area in strengthening infrastructure construction in two years, shedding light on the new image of the New Area.

General manager Wang Hanjun said that completion and opening of the middle section of the airport highway is also a starting point of project operation. He added that UCD will continually stick to the principle of high standards and strict requirements, make a good job of later-period operation and maintenance with the first-class quality, and will continue giving play to the wisdom and strength of UCD people to contribute more meritorious deeds for the development of the infrastructure construction of the New Area！Since the start of the project, departments concerned of Yunnan Province, Kunming Municipality and Dianzhong New Area offered energetic support, and the whole UCD paid great attention to the project. Through meticulous organization and arrangement and with the hard work done by all construction workers, UCD completed the project on schedule, successfully bringing the task assigned by superior leaders to a close. We believe that the successful opening of the Dianzhong highway will further enhance the urban road network construction in Dianzhong New Area, and the highway will become the road for economic development, for bettering the city and enriching the people, and for connecting with the future.

Located between the two development belts in north and south of Dianzhong New Area, the airport highway（middle section）is as long as 9.45 kilometers and traverses the Airport Economic Area and Yanglin Town of Songming County. With the red line being the city’s arterial road of 65 meters wide, the main road and the side roads are designed separately. The main road is a two-way eight-lane highway, with comprehensive pipe racks built underground along the road and stretching 7.5 kilometers in total. The project touched upon construction contents of road, bridge, slab culvert, firefighting, water drainage, transport, illumination, greenery landscape and underground pipe racks, etc.

PPP agreement on the project was signed on July22, 2016.  On July 28, UCD and Central Yunnan Industry Development Group Co., Ltd. jointly funded the establishment of Yunnan-Beijing Construction Investment Co., Ltd. for the specific implementation of the project. The project was officially started in October, 2016. The term of cooperation for the project is 16.5 years, construction period of which is 1.5 years and the operational period 15 years.

The concept of sponge city was used in the construction of the project, with a total length of 7.5 kilometers of underground pipe racks being built synchronically. High standards, loads of difficulties and strict requirements feature the project. To address such issues, UCD kept to the principle of high standards and high starting points and accepted the joint quality safety supervision from the third and the fourth parties. The project is the first road project carried out by Yunnan Province under the“initial workpiece system”. By virtue of scientific management and meticulous construction, the project has been well recognized by all circles in terms of project progress, project quality and safe and civilized construction and has won first prize of Excellent Quality Management Team of Beijing Municipal Project Construction 2017.
