UCD Holds a Mobilization Meeting to Boost Safety Production Work and Spring Production in 2017

 

On March 1st, UCD held a mobilization meeting to boost the safety production work and spring production in 2017. First of all, Deputy General Manager Wang Liang made a work report on safety production. He reviewed in retrospect the safety production work done in 2016 and made the arrangement of priorities for the safety production work to proceed in 2017. The year of 2016 marked the beginning of the 13th Five-Year Plan period and was a year in which UCD developed its sector of construction by leaps and bounds. In 2016, with its safety production work going steadily on the whole, UCD accomplished all its production operation indicators satisfactorily, laying a solid foundation for the company to develop its business in a comprehensive way and to realize its goals during the 13th Five-Year Plan period. In 2017, UCD will resolutely hold in check major or worse accidents in safety production, and go all out to reduce the number of ordinary accidents; UCD will carry out the examination and evaluation of work safety standardization in an all-round way; intensify green management over construction sites and achieve the standardization at the rate of 100%; in terms of production, UCD will lay emphasis on the projects to be fulfilled within the scheduled year to ensure that goals of openness to traffic are met and phase-based time limits are realized; UCD will strengthen the management over the real-name labor system, and accomplish the compilation of the book on construction management system to standardize production management conducts. Subsequently, Deputy Party Secretary and trade union chairperson Mi Jianzhou read out Notification on Commending Advanced Safety Production Units and Individuals for the Year 2016, and presented awards to the advanced units and individuals.

In the end, General Manager Wang Hanjun made an important speech. He pointed out that the year 2016 was an important year for UCD’s growth in which comprehensive business of UCD expanded rapidly and the number of construction projects undertaken by UCD hit an all-time high. He put forth three points of requirements as to how to do a good job of safety production in 2017. Firstly, leaders at all levels should attach importance from an ideological perspective. He demanded that, on the lines of the requirements made by General Secretary Xi Jinping, leaders at all levels should firmly establish the concept of “Safety Above All” for the sound development, enhance the safety production management system, strengthen the“red-line”awareness of safety production, construct the safety production system of “accountability for both Party committees and governments, dual responsibility for each post, joint management, and investigation and punishment for the dereliction of duty”, earnestly adhere to the principle of “safety first, quality second, and progress last”, always keep safety production in mind, and take strict precautions against the occurrence of safety production accidents. Secondly, all units should get organizational planning well prepared for all projects ahead of schedule and put all plans in place. In safety production management, leaders at all levels should take part in the actual work in person, do a good job of organizational planning, formulate management plans, and have the construction projects done in strict accordance with the management plans. Brainstorming should be conducted to improve efficiency in the organizing of project construction. A drawing should be carried through to the end and management should be enforced at one go without repetition and useless work being made. Thirdly, the responsibility of safety production should be carried out rigorously, with the responsibility linked to each person. A management team that observes discipline strictly should be set up for the safety production work, and the responsibility of safety management should decompose on all levels, with each person linked to the responsibility;pertinent reward and punishment measures should be formulated, and a check-up system with performance as the criterion should be set up, so as to keep strictly the rules for reward and punishment from top to lower levels, effectively arouse the enthusiasm of all, open up a favorable prospect of everyone involved in safety management and craving for safety to ensure the smooth and orderly development of UCD’s safety production work in 2017, without any failure.
