NPC and CPPCC Members Visit North Outer Ring Road

Before the 7th Session of the 16th Municipal National People’s Congress (NPC) and the 5th Session of the 14th Municipal Chinese People’s Political Consultative Conference (CPPCC) are to take place shortly in Anqing, deputies to the NPC and the CPPCC members, totaling more than 700 in all and headed by Kang Zheng, Director of the Standing Committee of Anqing’s municipal NPC, and Zhang Jinrui, Chairperson of Anqing’s municipal CPPCC, visited the north outer ring road in turn on Jan. 7 and Jan. 8 respectively. As one of the visitors, Lyu Jingwu, Party Secretary of Anhui Jingjian Construction Investment Co., Ltd., introduced the project to all the deputies and members.

The north outer ring road of Anqing, with the construction undertaken by UCD, has been completed and opened to traffic eight months ahead of schedule, a win-win paragon of cooperation between the government and social capital, creating the Anqing Speed and Anqing Model. Visitors from more than 240 cities across the country went to Anqing in succession for surveys and studies, which underscores the influence of the innovation-oriented project model in the whole country. Bilateral co-operation between the Anqing government and UCD has brought good social effects to the enterprise, put a premium on the UCD brand, built the image of the Anqing government, stepped up the popularity of Anqing, and boosted the economic and social development.
Speaking highly of the win-win, innovative co-operation model between the Anqing government and UCD, the NPC deputies and CPPCC members unanimously agree that UCD, with its superior brand, powerful strength, good reputation, commitment to integrity, attention to the establishment of image and operation in large scale, is reviewed favorably by the Anqing government and people.

Kang Zheng, Director of the Standing Committee of Anqing’s municipal NPC, and Zhang Jinrui, Chairperson of Anqing’s municipal CPPCC, said that the north outer ring road project has been classified by the Ministry of Finance as an exemplary case of co-operation between government and social capital, and as a first classic example of public-benefit PPP road projects in China, and that the creation of the “Anqing Model” has brought about the first-class construction speed and project quality in China. They added that the north outer ring road has been a good marker post for the urban construction of Anqing and hoped that UCD and the Anqing government can continue to deepen the bilateral co-operation and make still greater contributions to the urban construction of Anqing.

It is reported that the municipal Party committee and the municipal government of Anqing will, before the city’s NPC and CPPCC sessions, arrange visits for NPC deputies and CPPCC members to the city’s key vanity projects. The north outer ring road constructed by UCD is, among others, the only municipal traffic construction project. The UCD brand and the “Anqing PPP Model” are widely recognized and popularized in Anqing, playing an exemplary role in boosting and guiding the economic and social development of Anqing.
