Interviews are Conducted at North Outer Ring Road of Anqing Focusing on the Large-Scale Activity of “Bringing Five Aspects of Development into Action

 and Carrying out the Spirit of the Party Congress at the Grassroots Level” in Anhui Province

Recently, the Party Committee Propaganda Department of Anhui Province organized an important activity focusing on interviews about the theme of “bringing innovation-oriented development, coordinated development, green development, open development and shared development into action”. As a key infrastructure project of Anqing, the north outer ring road was designated as one of the points for interview on shared development. On December 1, headed by Qi Haiyang, Emergency Department Chief under the Online Propaganda Office of the Party Committee Propaganda Department of Anhui Province, members of the interviewing party came to the project site to make interviews. They wrote and reported in detail about the status quo of the project construction, significance of the project, reflections on the success of the PPP project, and the favorable social effects gained.

The PPP project of north outer ring road is an important integral part of urban traffic modernization of Anqing, and is also an exemplary project for all PPP municipal road projects of public benefit in Anhui and even across the country, which is of far-reaching significance. The PPP model has facilitated the Anqing government in streamlining administration and delegating power to lower levels and changed the status of the government serving as both “referee” and “athlete” in infrastructure construction in the past. In the course of the project construction, the Anqing government no longer acted as “athlete” but as “supervisor”. The government only enforced supervision over quality, safety, progress and cost of the project, whereas the project management company relied on itself to deal with the financial resources, construction and has undertaken the 11-year operation of the project on its own. UCD innovatively set up the three-level management model characterized by the project management company, the project department and six construction subdivisions, and opened the road to traffic 8 months ahead of schedule after getting over loads of difficulties such as the long construction period, the numerous river systems, the complicated geological conditions and the extreme weather conditions, etc.

The successful practice of the project has given full play to the decisive role of the market in resource allocation, eased the pressure of investment on the government in infrastructure construction, realized the unification of investment and development, propelled the enterprise to multiply its capital and adopt the path of coordinated development and, moreover, the practice has blazed a new trial for the development of PPP municipal road projects of public benefit and has accumulated valuable experience for the rapid development of PPP projects in China.

Interviews on the project of north outer ring road of Anqing have further enhanced UCD’s influence in Anhui and even across China, and have played a positive role in boosting the development and growth of the urban construction design industry.
