Leaders of Beijing Municipal SASAC Conduct Field Research on PPP Project at Northern Outer Ring Road of Anqing

From August 11 to 12, Xun Yongli, inspector of State-owned Assets Supervision and Administration Commission of Beijing Municipality ( abbreviated to Beijing Municipal SASAC ), conducted field research on PPP project at the northern outer ring road of Anqing, Anhui Province, in the company of Li Weihong, deputy Party secretary of Beijing Urban Construction Group Co. Ltd.( BUCG ), Yang Jinfeng, head of the propaganda department of BUCG’s Party committee, Xu Xiaodong, deputy general manager of UCD, Xia Xiujiang, general manager of UCD’s Anqing project company, and Lyu Jingwu, Party secretary of Anqing project company.

On August 11, Xun Yongli inspected successively such projects as the No.1 Bridge and No.2 Bridge at Shitang Lake, the Duxiu Flyover, the Gangkou Road Flyover, the Concrete Mixing Plant, and the underneath pass project for high-speed train transportation in Ning’an. Through productive work for more than a year, the northern outer ring road project is reaching its stage of completion across the board, with asphalt paving for the last time, spraying of paint on rails, installation and debugging of road lamps, greening of the area, deformation joint project being started in an orderly manner. As a result, Xun Yongli fully affirmed the work done for the PPP project.

On August 12, a monographic report meeting was held at Anqing company. Aerial shots of the northern outer ring road project made in October 2015 and July 2016 were watched firstly at the meeting, which displayed intuitively the difficulty of the project construction, the construction speed and the construction quality as a whole. After the aerial shots, the report on the construction of the project was given by the company.

On having heard the report, Xun Yongli made important remarks. He pointed out that the PPP project at the northern outer ring road of Anqing is a way for exploration and innovation, a way for economic development, a way for guidance and demonstration, a way for solidarity and collaboration, a way for healthy growth and for brand display. He said that reasons for the success of the Anqing Model are as follows. Firstly, the State macro-policy has offered new development opportunities, and the far-sighted leading group of BUCG and UCD has raced to grasp the opportunities and made decisions resolutely；Secondly, daring to be the first pioneer, BUCG and UCD had fully capitalized on the new thinking, new methods and new models to open up the way for the construction of the PPP project in a creative manner. They deserve praise for their exploring spirit；Thirdly, the Anqing municipal Party committee and the municipal government have attached great importance to and given energetic support for the PPP project；Fourthly, the role of grassroots Party organizations as battlewagons and the exemplary and vanguard role of Party members and cadres have been brought into full play, thus enhancing the cohesion and combat effectiveness of the team；Fifthly, with the corporate culture being conducted in a down-to-earth and effective manner, the spirit of solidarity and collaboration has been fully aroused in the project team, becoming the inexhaustible source of power for the project construction. In the meantime, he added, attention should be paid to conscientiously summing up experience and popularizing the Anqing Model in more cities so as to make greater achievements.
