Flood Prevention Emergency Drill for Rail Transportation Projects Conducted at Section 13 Project Department of the Third Phase of Subway Line 8 of UCD

 

With a view to properly proceeding with the construction of the rail transportation projects in Beijing in real earnest and ensuring the life and property safety of the constructors, the flood prevention emergency drill for rail transportation projects was conducted on June 22 in Beijing at section 13 Project Department of the Third Phase of Subway Line 8 of UCD. More than 100 people, including those from Beijing Major Projects Construction Headquarters Office, Beijing Municipal Commission of City Administration and Environment, General Supervision Station of Beijing Municipal Commission of Housing and Urban-Rural Development and rail track companies as well as the viewers, participated in the event. Peng Chengjun, Deputy General Manager and Deputy General Manager Wang Liang of UCD participated in the activity as well.

With a simulated leakage of water at the foundation pit construction site of Section 13 of the third-phase Subway Line 8, the emergency plan was put into effect. After the Emergency Plan for Class-A Accidents was initiated, personnel from Beijing Major Projects Construction Headquarters Office, Beijing Municipal Commission of Housing and Urban-Rural Development, rail track companies and UCD immediately rushed to the site and set up the on-the-spot headquarters on the lines of the emergency plan. Logistics Support Team, Technical Support Team, Information Publicity Team, On-site Coordination Team, Medical Aid Team and the Property loss Compensation Team were on duty in no time in the light of the emergency plan to make good preparations for the emergencies. Being informed of the dangers, the relief workers assembled immediately to deal with the emergencies. They used two water pumps to drain the bilge well, filled the cavity behind the maintenance pole with sandbags and building blocks in the foundation pit, prepared anchor bolt sprays and meshes, debugged the ejector anchor, conducted drainage with the drain pipes pre-buried at the anchoring and shotcreting level, hanged the meshes and sprayed the concrete to seal the cavity. With the danger worsening, the on-site headquarters constantly allocated material and personnel for reinforcement:the upstream bilge well was blocked off, sewage was drained off, and the water flows between the poles diminished;the emergency relief team used two ejector anchors to spray concrete to seal the cavity after filling the spaces between the poles with sandbags and building blocks;the monitoring team continued to monitor the surface subsidence, the steel-support axial force and displacement of the fender post, and followed up the deformation of the foundation pit;coordinated with relevant departments, the road surface relief workers, by ensuring one motor vehicle lane open to traffic normally, used traffic barricades such as cone buckets and water plumping masks to widen the alert areas and increased evacuation and alert personnel. On the lines of the third meeting of the on-site headquarters, the project department took follow-up treatment measures, formulated special programs, intensified the supervision over the process, further bettered the handling of the cavity behind the poles and the anchoring and shotcreting level, laid steel plates on subsided road surfaces to get the traffic moving again, so as to make good preparations for the restart of work the earliest possible.

The emergency drill for more than 40 minutes has been an effective test of the scientificity, feasibility and practicability of the emergency plan for Section 13 of the third phase of Subway Line 8. Those involved in the drill were able to react rapidly and respond timely on the lines of the emergency plan and took effective measures in dealing with the emergencies, thereby making positive preparations for facilitating the rail traffic construction in Beijing in a sound and rapid way.
