Learn the Series of Speeches and Strive to Be Qualified Party Members” (“Two Learns and One Be”) Held

On May 9, a work conference on “Learn Party Constitution and Party Rules, Learn the Series of Speeches and Strive to Be Qualified Party Members” (“Two Learns and One Be”) was held at Beijing Urban Construction Design & Development Group Co., Ltd. The meeting was presided over by Mi Jianzhou, Deputy Party Secretary, Secretary of the Commission for Discipline Inspection and Chairperson of the Labor Union under the company.

General Manager Wang Hanjun communicated the spirit of the instructions from the higher-ups, and personnel from the Work Department of the company’s Party committee interpreted the plan on “Two Learns and One Be”. Li Guoqing, Secretary of the company’s Party committee, delivered a speech for mobilizing and planning the learning and education with regard to the drive of “Two Learns and One Be”. He demanded that Party organizations at all levels of the company should earnestly carry out the spirit of the instructions from the Party Central Committee and the municipal Party committee, and start the learning and education drive in a down-to-earth manner with a high attitude of responsibility and in a realistic and pragmatic way. Members of the company’s leading group, persons in charge of the company’s functional offices, secretaries of the company’s Party committee, general Party branch and Party branches, and director of the company’s General Affairs Office attended the conference.

When mobilizing and planning for the learning and education work, Party Secretary Li Guoqing demanded that all Party members of the company should seek the unity of thinking, profoundly understand the significance of the learning and education drive, and fully recognize learning and education is a new requirement for strengthening Party self-discipline across the board, a new path for carrying out the thinking-oriented Party building, a new practice for carrying out the policy of running the Party by rules and regulations, and a new move for enhancing the Party building at the grass-roots level.

In his speech, Li Guoqing said that the learning and education drive should be conducted on higher standard and in a strict way, with prominence given to the effectiveness of the learning and education. He said that a firm grip should be kept on the key tasks for the learning and education drive, and that the Party character should be tempered and strengthened, the political accomplishment and self-consciousness to action be improved through learning, and that innovation should be constantly made on learning methods in a bid to tamp the foundation for “learning”. Li Guoqing said that the crux of “striving to be qualified Party members” should be mastered in action, the “five awareness” should be brought to effect as a fundamental requirement for learning and education, and that Party members should endeavor to make themselves up to standard, and guidance should be given to the broad masses of Party members and cadres to make contributions at their respective posts. Li Guoqing said that when the learning and education drive is conducted, the problem-oriented approach should be applied in a persistent way. He pointed out that by giving prominence to the focal point of “rectification”, efforts should be made to solve problems that crop up among Party members, such as ideals and beliefs blurred and shaken, lack of awareness to discipline, grass-roots Party organizations weak and lax, etc.. Speaking of achieving positive results from learning and education, efforts should be made to adhere to the principle of acting around the central task and serving the overall interests, to link learning and education with all aspects of work that has been currently aimed at the reform, development and stability of the company, so as to make a good job of “promoting the development” with actual work performance.

Li Guoqing stressed that emphasis should be placed on conducting the learning and education drive on a regular basis, and on accurately grasping the learning and education methods. He demanded that, on the lines of the planning requirements made by the municipal Party committee, the Party committee of the Municipal State-owned Assets Supervision and Administration Commission, and the Party committee of the group company, all Party committees, general Party branches and Party branches of the company should earnestly strengthen the organization and leadership over the learning and education drive, set up learning and education coordinating groups at various levels to fulfill entity responsibilities, advance the learning and education drive at each level, carry forward the learning and education drive strictly and earnestly, go down to the grass-roots units to facilitate and guide them in starting the learning and education drive, properly handle the relationship between the learning and education drive and the central task in line with the actual conditions and in accordance with the principle of overall consideration, so as to make learning and education serve the central task of the company.
