China’s first PPP municipal road project - - Anqing Outer Ring North Road Project officially started

On the morning of June 6, Anqing, reputed as “Home of Traditional Opera”, was bathed in sunshine and the sky was blued. On the site of the commencement ceremony of Anqing Outer Ring North Road Project, colored flags flew, the crowds surged and the enthusiasm for project construction could be felt everywhere. The commencement ceremony of Anqing Outer Ring North Road Project undertaken by Design & Development Group as China’s first PPP project was held here. 

Yu Aihua, the Party Secretary of Anqing City was present at the ceremony and issued an order to commence. Mayor Wei Xiaoming made a speech. Vice Mayor Fan Xianhan presided over the ceremony. Related leaders of the municipal party committee, municipal government, municipal people’s congress and municipal people’s political consultative conference as well as the key leaders of Yixiu District, Yingjiang District and Daguan District, the main leaders of the administrative commissions of Anqing Economic-Technological Development Area and Anqing Hi-Tech Industrial Development Zone, the main leaders of the construction commission, development and reform commission, financial bureau, land and resources bureau and other departments directly under the municipal government, the main leaders of Anqing Power Supply Company, some other enterprises, towns, townships and villages along the line, and the project supervision company, our company’s General Manager Wang Hanjun and Deputy General Manager Wang Liang, in total of nearly 200 people jointly witnessed this important moment. 

General Manager Wang Hanjun expressed in his speech, Anqing Outer Ring North Road Project is an important municipal road project networking the roads in Anqing and alleviating residents’ traffic pressure. It is also the first municipal infrastructure project adopting the model of PPP (public-private-partnership) in Anhui Province, even in the whole country. It has an important demonstration effect. At present, the preparatory work of this project is going smoothly and has possessed the conditions for simultaneous commencement of the whole line. In the future construction process, the company will stick to high standard and strict requirements all the time and strive to make this project an excellent project, a sunshine project and a successful model of domestic PPP projects. 

Anqing Mayor Wei Xiaoming delivered a warm speech, gave full affirmation on the smooth implementation of this project and put forward expectations on and requirements for the work in the next step. Firstly, Anqing Outer Ring North Road Project has made innovative breakthroughs in consultation, evaluation, institutional design, competitive negotiation and open bidding and become China’s first nonprofit PPP project, so the work can be referred to and replicated; secondly, it took only one month from contract signing to commencement of the project. This indicates as long as we work hard and keep forging ahead, no problem cannot be solved and no things cannot be done well; thirdly, all related organizations and departments are hoped to perform their duties and make joint effort to make this project an excellent project. 

After the commencement ceremony, people led by General Manager Wang Hanjun went to the project departments of some bid sections to extend their regards to the people working on the first line. Soon afterwards, General Manager Wang Hanjun also presided over an on-site work meeting and made arrangement and deployment of construction work.
