UCD signs its first PPP project in Anqing

On the morning of May 6, the signing ceremony for the Waihuan North Road Project in Anqing, the first PPP project of UCD, was grandly held in Anqing, which initiates a new era for UCD in PPP project and marks the official implementation of the first municipal infrastructure PPP project in Anhui Province and even in China. 

A number of leaders attended the signing ceremony, such as relevant leaders from Development and Reform Commission of Anhui Province, Anhui Provincial Department of Housing and Urban-rural Development and Provincial Department of Finance, Yu Aihua, secretary of CPC Anqing Committee, Wei Xiaoming, mayor of Anqing, other leaders of CPC Anqing Committee, Anqing Municipal Government and Anqing Municipal People’s Congress, Chen Daihua, chairman of the board, secretary of the CPC Committee and general manager of Beijing Urban Construction Group Co. Ltd.(BUCG), Wang Liping, deputy general manager of BUCG, Wang Hanjun, general manager of Beijing Urban Construction Design & Development Group Co. Limited, Cheng Yan and Wang Liang, deputy general managers of Beijing Urban Construction Design & Development Group Co. Ltd. (UCD), Chu Zhaowu, general manager in Beijing Urban Construction Investment & Development Co. Ltd, Yao Ziran, chairman of the board of Beijing Urban Construction Road & Bridge Group Co. Ltd. as well as leaders from Shanghai Jumbo Consulting Co., Ltd. Anqing Mayor Wei Xiaoming presided over the ceremony.   

UCD General Manager Wang Hanjun and Anqing Housing and Urban-rural Development Director Zheng Jiaqi signed the Agreement on Anqing’s Waihuan North Road PPP Project. Wang Hanjun, on behalf of UCD, signed the Agreement for Establishing a Joint Venture Project Company and the Constitution for the Project Company with Anqing Urban Construction, Investment and Development (Group) Co. Ltd.

According to Chen Daihua, chairman of the board, secretary of the CPC Committee and general manager of BUCG, the PPP project of Waihuan North Road in Anqing is of great significance to the locals and has attracted broad attention from the governments at all levels and the public. Led by the municipal government, the company will organize an efficient team, cooperate with relevant departments and manage the project carefully to create a boutique, benchmarking and sunshine project and present a satisfactory answer to the people of Anqing. Meanwhile, the company will sum up the experience of construction and management to explore an effective and win-win operating pattern for PPP projects and forge this PPP project into a national demonstration project.

Yu Aihua, secretary of CPC Anqing Committee, pointed that the project of Waihuan North Road will connect all sections of the city together, and play an important role in building the “inner road net and outer road ring” urban traffic system and boosting the urban construction. Adopting the PPP operation, the project also has great significance for accelerating the urban infrastructure construction with the aid of social capital. 

Located in the east and the north of the city, the Waihuan North Road, a major artery running through the northwest and southeast parts, is an important part of the primary road system in the central urban area. The road section starts from the point, 500 meters to the west of Airport Avenue, and ends at the intersection of Airport Avenue and Wanjiang Avenue, with a design length of 14.93 kilometers (the tunnel ratio: 28.68%). The road grade is the urban artery with the design speed of 60km/h, the design standard axle load of BZZ-10, and the load level of Urban-Class A. The construction work includes road engineering, bridge construction, tunnel construction, comprehensive pipeline work, traffic engineering, illumination engineering and forestation engineering, etc.
