Subway Line 4 of Kunming Sets up a New Benchmark for the Rail Transit Industry

Recently, a number of records made in the construction of Subway Line 4 of Kunming have been recognized in the standardization management work review organized by the Quality Assurance Center of China Association for Quality (QAC):First subway line that has passed the “QES+AMS” certification system, first subway line that has won the certification of “Best Practice in Urban Rail Transit Facility Management”, first subway line that has been awarded the title of “Advanced Unit for Standardization Benchmark Management Practice”. The certifications and positive appraisals are the recognition of outstanding merits won by Subway Line 4 of Kunming in adhering to the guideline of Pursuing Higher Standards and Requirements and setting great store by the management of assets, facilities and standardization, thus setting up a new benchmark on a leading level in the rail transit industry.

Experts made an all-around, meticulous study of the operation and management, field work, organizing and facility management capabilities and operation services of the Subway Line 4 in the review. They agreed unanimously that the Subway Line 4 operates well under the QES management system and in line with the rules, and that the management system gives full consideration to the requirements of the asset management system with documents formulated with regard to asset-management-based targets, requirements, process, control, appraisal and improvement and a series of management activities conducted，thereby being compatible with the currently certified QES management system and on the leading level in the urban rail transit industry. Subway Line 4 has been awarded the AMS (Asset Management System) certification, becoming the first urban rail transit line winning “QES+AMS” in the industry and realizing the span of the management system from the “three standards with one system” to “four standards with one system”. 

When assessing the best practice of the urban rail transit facility management, the reviewers made appraisals in terms of the validity and efficacy of facility management, the ability to provide facility services to meet relevant needs, the consistency of facility management and services, the sustainability of facility management and the universality of the platform, being of the opinion that the organizing and facility management ability of the Subway Line 4 has reached the best level of practice in the industry and has had the features of practice in the industry in terms of the facility management system leadership, planning, support, operation, assessment and improvement, being in line with ISO41001 Facility Management System - Requirement with guidance for use. Subway Line 4 of Kunming has been awarded the certification of “Best Practice in Urban Rail Transit Facility Management”, becoming the first-ever rail transit line winning such a certification in the industry.

When assessing the practice of urban rail transit benchmark stations, the reviewers laid emphasis on the appraisal of such nurtured benchmark stations as Sujiatang, Huochebei, Dounan and Niutoushan by means of check on the spot, data query and customer interview, and made the conformity assessment of the four stations in terms of facility and equipment management, passenger service management, safety and emergency management and basic practice requirements, being of the opinion that the Subway Line 4 of Kunming responded well to the Code for Appraisal of Urban Rail Transit Benchmark Stations in benchmark station nurturing practice. The honor of “Advanced Unit for Standardization Benchmark Management Practice” went to Subway Line 4 and the title of “Best Practice in Urban Rail Transit Benchmark Station Management” was awarded to the aforesaid four stations. As the first rail transit line that has passed muster in the nurture of benchmark stations, the Subway Line 4 of Kunming has not only been used to popularize and enhance the passenger services and quality along the whole line by virtue of experience but has also set up a good image in the society.
